the last four years to build a conservative movement, to get people involved in politics, like marco rubio, who jim helped early on in his primary i just think is going to be a great legacy. from a state point of view, we have lost one of our great champions. but he and debbie, jim and debbie have raised four wonderful children. they got great grandkids, and i know jim is looking forward to staying involved in pushing the conservative cause outside the body. he was an effective voice in the senate, whether you agreed with jim or not. he really did strongly and passionately advocate for his positions and did it very effectively. jim made the republican party, quite frankly, look inward and do some self-evaluation. conservatism is an asset, not a liability, as we try to govern this country in the 21st century. and i look forward to staying in touch with jim and to working with him at the heritage foundation to see what we can do to improve the fate of our country so we will not become greece. no one is more worried about this nation's unsustainable debt situation than senator demint. i've se

what would you like to ask senator rubio? [laughter] >> are you still doing this shit? [laughter] spent ask him a real question. i decline. [laughter] >> okay. last night talked about a new direction. one of the things that you talk about is -- [inaudible] and how to mike higher education in how to reform programs be the number one thing you would do, you can do as a freshman minority speakers i don't think there's a number one thing. there's a number of things. we got to get them all. the biggest obstacle we face in the 21st century doesn't look like the 21st century. not just in a jewel to graduate high school. still continues to be a significant part of folks that are going into college but it's also the 38 year old who decided to go back to school and get a degree. that was my sister. it's also the 25 year old that's after 10 years of being out of high school has been stuck in a service area jobs and deciding they want to empower themselves to that greatness is that technological advance our not only going to lower the time and costs of getting that kind of skill ac

a bill sponsored by senator biden and senator rubio does this in an aggressive way. i think there are a lot of people who are behind that agenda who take heart from this. >> one thing we talked about before is whether or not things the would get done in the second term economics, they would only get done if they are tied to some of the budget battles. we were talking about that previously in terms of the pell grants. is that true for the policies the president wants to enact will they only get done if they are part of somehow tied to these budget sites we are having? >> i don't think that's true. i think it is the last couple of years but if you look at one area of legislation which seems to have some behind it that isn't related to the budget deal - we are going to see that move in the first part of 2013. it does have a significant economic impact and it indicates if we bring 11 million into the real economy, that it could boost growth by 1.5 trillion over the next ten years. and that would be, you know, roughly about 1% of growth that we could have over that period

another amendment, i've joined with senator rubio, mccaskill and whitehouse to introduce amendment 3017 to curb the out-of-pocket prescription drug costs proposed to tricare beneficiaries. the department of defense has proposed increase in co-payments for tricare beneficiaries. in some cases, co-payments could almost double or even triple. for example, under the proposal, the out-of-pocket costs for a brand-name drug picked up at a local pharmacy would more than double, increasing from $12 to $26. ensuring the fiscal soundness of tricare is critical but we should limit the burden on beneficiaries in our efforts to shore up the problem. this amendment would cush the out-of-pocket prescription drug costs proposed for tricare beneficiaries. for instance, instead of paying $26 for a brand-name drug, a tricare beneficiary would pay $17 at a retail pharmacy, a $5 increase from last year, as opposed to a $14 increase. and d.o.d. would be prohibited from instituting dramatic increases in prescription drug co-payments in future years. co-payments could only increase at the rate of the annual cos
